1. Purpose

The purpose of this policy is to provide a standardized framework for facilitating professional dues payment through the KCTCS payroll system, subject to approval and administrative feasibility, while ensuring consistent oversight and effective system operations.

2. Scope

This policy applies to the entire Kentucky Community and Technical College System.

3. Definitions

Professional Dues – fees or assessments paid to a professional organization, association, or governing body to maintain membership, licensure, certification, or professional standing related to an individual’s occupation or field of work as related

4. Policy Statement

The Kentucky Community and Technical College System (KCTCS) may allow professional dues payment for employee membership organizations through the payroll systems, provided that the process does not pose an undue administrative burden on system operations. Employee membership organizations must register with KCTCS and be approved by the KCTCS President in order to be considered for employee dues deduction.

The President or designee is authorized to develop appropriate procedures, costs, and criteria in order to implement this policy.

5. Exceptions

Pursuant to KRS 164.365, no deduction shall be made for labor organization membership dues, fees, assessments or contributions for political activities.
