I.  PURPOSE
 
To ensure that a uniform process exists for the public disclosure and inspection of Los Angeles County Department of Mental Health (DMH/Department) records deemed to be public records.
 
II. DEFINITIONS
 
No definitions are associated with this policy.
 
III.  POLICY
 
Public records are open, by appointment, to inspection at all times during normal County office hours. Every person has a right to inspect public records except those records that are legally exempt from disclosure. Certain disclosable public records may be published and available for review on the County’s open government and/or DMH website.

Requests to inspect or receive copies of public records shall be honored if the procedures below are followed, not exempted by law, and if the requests are specific.

Certain sections of the Public Records Act provide limited exemptions from disclosure for certain types of records. County Council shall liaison with the appropriate designee, should consultation be necessary regarding the disclosure of information.

Under no circumstances is staff to create a document(s) to respond to a California Public Records Act request.
