I.  PURPOSE
 
To establish policy and procedures regarding outside employment for all Los Angeles County Department of Mental Health (DMH) employees.
 
II.  DEFINITION
 
Outside Business Activity: The performance of any compensated or uncompensated (i.e., volunteer, intern, etc.) professional trade, business, occupation, or other related functions for oneself or for any individual, private firm, corporation, or other governmental entity.
 
III.  POLICY
 
A permanent, full-time employee of DMH may work in non-conflicting outside business activity to a limit of 24 hours in any week, provided the employee’s effectiveness in their County assignment is not impaired.
  • Exclusion: Postgraduate physician classifications are limited to 96 hours of non-conflicting outside business activity in any one (1) calendar month.
As a full-time County employee, you must report any business activity outside your regular working hours, including In Home Support Services (IHSS)-compensated services, and confirm that it does not exceed 24 hours per week.
  • An exception to the 24 hours per week limitation (but not to the disclosure requirement) may exist for those employees who are providing IHSS-compensated services to an individual for whom the employee is otherwise legally required to provide care.
  • Please note that care provided to extended family members or non-relatives, where no legal obligation to provide such care exists, does not qualify for exemption from the 24 hours per week limitation.
