  Policy 304.04 Transportation of Clients and Their Family

I.  PURPOSE
 
To ensure safe transportation of Los Angeles County Department of Mental Health (DMH/Department) clients and family.
 
II.  DEFINITIONS
 
Clinicians: Eligible disciplines that may provide direction regarding the care of clients in the DMH System of Care. Eligible disciplines are:
  • Licensed Psychiatrist/Physician, (MD/DO);
  • Certified Nurse Practitioner (NP), registered Clinical Nurse Specialist (CNS), Registered Nurse (RN);
  • Clinical Pharmacists
  • Licensed or waivered Psychologist (PhD/PsyD);
  • Licensed Clinical Social Worker (LCSW) or registered Masters in Social Work (Associate Clinical Social Worker - ASW) or out-of-state licensed-ready waivered Masters in Social Work; 
  • Licensed Marriage and Family Therapist (LMFT) or registered Marriage and Family Therapist (Associate Marriage and Family Therapist) or out-of-state licensed-ready waivered Marriage and Family Therapist;
  • Licensed Professional Clinical Counselor (LPCC) or registered Professional Clinical Counselor (PCC); and
  • Licensed Registered Nurse.
DMH Workforce Members: Workforce members directly employed by DMH, such as employees and individuals who are processed through DMH Human Resources.

Family: Parents, siblings, children, spouses, extended family, foster family, life partner, and potentially other persons defined by the client who is significant in a personal support system.

 
III.  POLICY
 
DMH workforce members may use County vehicles, or personal vehicles when a County vehicle is not available, to transport clients and/or their family members under the following circumstances:
  • The DMH workforce member is an approved County mileage permittee and is in compliance with DMH Policy 904.03.
  • Transportation is County business-related and clinically appropriate.
  • Other means of transportation are not available or appropriate (e.g., client relatives, friends, ambulance, public transportation, taxi, Dial-a-Ride, etc.).
DMH workforce members shall ensure the safety of the client, family, and staff in travel through clinical assessment.
  • DMH workforce members shall not transport any client who appears to be medically unstable and shall contact 911 for assistance.
  • DMH workforce members are not authorized to use physical restraints on clients.
  • DMH workforce members may transport clients for involuntary detentions when clinically safe and alternative transport is unavailable.
  • Supervisors shall assess the need for a second DMH workforce member to accompany the driver and client.
Transportation of the client shall be direct from point of origin to destination, without any unrelated stops.

Transportation of the client shall be consistent with provisions of the Department’s Illness and Injury Prevention Plan.

DMH workforce members shall ensure that:
  • Clients subject to a conservatorship or guardianship: 
    • Be accompanied by the conservator or guardian or
    • Have written authority from the Conservator or Guardian to transport.
  • Wards or dependent children of the Juvenile Court have written authority from the Probation Officer, Children’s Services Worker, or the Court, as applicable.
When a client is being transported, the driver shall ensure that all requirements of the California Vehicle Code are met, including:
  • Use of passenger seat belts; and 
  • Rear placement of child passenger restraint systems (child safety seats) for children under eight (8) years of age or weighing less than 40 pounds.
Motorcycles and scooters shall never be used to transport mental health clients/family members.
