I. PURPOSE | To provide guidance for Mental Health Services Act requirements to the Los Angeles County Department of Mental Health (DMH) for the Community Program Planning Process (CPPP). | II. DEFINITIONS | Community Program Planning Process (CPPP): The process to be used by DMH to develop Three-Year Program and Expenditure Plans, and updates in partnership with stakeholders to: Identify community issues related to mental illness resulting from lack of community services and supports; Analyze the mental health needs in the community; Identify and re-evaluate priorities and strategies to meet the mental health needs of Los Angeles County. Mental Health Services Act (MHSA): A law passed in 2004 designed to expand and transform California's behavioral health system to better serve individuals (and their families) with, and at risk of, serious mental health issues. Stakeholders: Individuals or entities with an interest in mental health services in the Los Angeles County including: Individuals with serious mental illness, serious emotional disturbance, and their families; Providers of mental health services and collaborators; Educators and representatives of education; Representatives of law enforcement; Other organization that represents the interests of individuals needing mental health services. | III. POLICY | DMH shall ensure that stakeholders reflect the diversity of the demographics of the County in accordance with DMH Policy 100.08 shall be included in the stakeholder process. The Community Program Planning Process shall include: - Clients with serious mental illness, serious emotional disturbance and their family members

DMH shall provide training to: - County staff designated responsible for CPPP
- Stakeholders, clients, and family participating in the process
In accordance with Policy 103.03, the CPPP shall include a summary description of how DMH: - Informed staff and stakeholders of Innovations project proposals
- Explained the purpose and requirements of MHSA Innovations Projects
- Provided a plan to involve community stakeholders meaningfully in all phases of Innovation Projects including evaluation and decision-making to continue a project without Innovation funds
DMH shall conduct a local review process including: - A 30-day public comment period including a narrative description of the methods used to circulate, for the purpose of public comment, a copy of the draft Three-Year Program and Expenditure Plan, or annual update, to representatives of stakeholders' interests and any other interested parties who request the draft.
- Documentation and date of the public hearing held by the Mental Health Commission.
- A summary and analysis of any substantive recommendations.
- A description of any substantive changes made to the proposed Three-Year Program and Expenditure Plan that was circulated.
DMH shall submit documentation, including: - Descriptions of the methods used to circulate information for the purpose of public comment
- A copy of the update
DMH shall provide a copy of the update to representatives of stakeholders' interests and any other interested parties who request the draft. DMH shall provide a summary and analysis of any substantive recommendations provided during the 30-day public comment period. DMH shall provide a description of any substantive changes made to the proposed update that was circulated. MHSA Administration shall provide to the Mental Health Commission in the form of a public hearing, the draft three-year program and expenditure plan at the close of the 30-day comment period. DMH shall include any substantive written recommendations for revisions in each adopted three-year program and expenditure plan. DMH shall summarize and analyze the recommended revisions for each adopted three-year program and expenditure plan. The mental health board shall review the adopted plan and make recommendations to DMH for revisions. The plans shall include reports on the achievement of performance outcomes for services funded by the Mental Health Services Fund and established jointly by the State Department of Health Care Services and the Mental Health Services Oversight and Accountability Commission, in collaboration with the County Behavioral Health Directors Association of California. | IV.
