I.  PURPOSE
 
The intent of this policy is to provide directives on the use of clinical practice parameters as established standards for clinical quality of care for Los Angeles County Department of Mental Health (DMH) workforce members who provide direct client care.

Contracted agencies shall develop an internal policy and associated procedures that are consistent with their organizational practices and meet the requirements set forth in this policy.

 
II.  DEFINITIONS
 
Parameter: Methods which provide guidelines striving toward high quality excellence in clinical care consistent with available scientific evidence and clinical consensus.

Policy: Mandatory rules which maintain compliance with federal, state and local regulations used as a basis for making decisions regarding client care, safety, and clinical requirements.

 
III.  POLICY
 
Published parameters of practice shall represent the consensus among DMH practitioners, clinicians, and other subject matter experts within a specific scope of clinical practice.

Workforce members shall apply parameters to clinical practice regardless of the funding source for treatment.

Workforce members shall utilize the parameters in conjunction with continuous:
  • Supervision and consultation
  • Education and training
  • Interpretations of current best practices
After consultation when a practice outside the parameter guidance is warranted, practitioners shall document in the clinical record specific consultation, justification, and reasoning for the provided interventions.

Parameters shall direct workforce members to take special efforts to respect clients' unique values, spiritual beliefs, lifestyles, cultural and diverse backgrounds, and personal experiences when providing quality mental health care.
