  Policy 300.01 Clinical Policy Committee
 
  PROCEDURES
  1. Clinical Policy Committee (CPC) shall meet at a minimum of quarterly or more frequently as necessary.
    1. Development of new policy and parameters
      1. Subject Matter Experts (SMEs) and/or current Policy Managers shall identify legislative impacts or best practice influences requiring new policy, procedures, or parameters.
      2. Policy Managers shall establish any ad hoc work group to understand implications of needs for new documentation.
      3. Ad Hoc committee shall meet to develop new policy, procedure, or parameter.
      4. CPC members shall establish whether the new document is emergent for review.
        1. If so, the CPC shall meet or provide advisory feedback individually via a common document.
      5. CPC shall establish a forum within the routine CPC meetings for new documents to be presented by SMEs and Policy Manager to include:
        1. A brief synopsis of the mandate
        2. Recommendations for any additional reviews
        3. Impact on workforce
      6. Document shall be reviewed by County Counsel as needed or directed by the Chief Medical Officer.
      7. Documents shall be presented to Human Resources Employee Relations to include:
        1. Notification of legal mandate to appropriate unions
        2. Notification of posting; process for inquiries
        3. Any Meet and Confer requirements
      8. Documents shall be reviewed by the Chief Medical Officer before posting.
    2. Review of existing policy and parameters:
      1. A continuous list of 3-year-old policies, procedures, and parameters which are in queue for the next quarter shall be distributed to CPC.
      2. Policy Managers shall be reminded of review timeframe.
      3. Policy Managers shall be responsible to determine any additional SMEs, County Counsel or Employee Relations need for reviews.
      4. Policy Managers shall provide a synopsis of the reviewed policy at the CPC meeting.
      5. Policy Managers shall address any concerns that arise from members of the CPC.
  2. Policies and parameters shall be approved by CPC member consensus.
  3. Policies and parameters shall be sent to the Chief Medical Officer as needed for final review.
  4. CPC shall provide Administrative Deputy and HR Employee Relations with:
    1. List of policies and parameters posted quarterly.
    2. If requested by a specific union, SME/Policy Manager shall meet with union representatives as arranged by Employee Relations.
  5. Distribution of new or reviewed existing policy or parameter shall be done in quarterly posting of bulletins.
    1. Bulletins shall be sent to Executive Management
    2. Bulletins shall be distributed to contractors via Gov Delivery process via Contract Division.
    3. Bulletins shall be advertised in Quality Improvement and other countywide meetings.
  6. When requested by Policy Manager, individual policy, procedure, or parameter may be distributed to specific disciplines or groups with:
    1. Optional knowledge check
    2. Optional attestation
  7. Educational materials shall be attached as needed during distribution.
