- Target Population
- Authorized Personnel shall perform an HIV POC test to all clients 12 years and older unless client declines.
- All clients seen at directly operated clinics shall be offered INSTI HIV-1/HIV-2Antibody tests.
- All clients seen by field-based teams shall be offered OraQuick HIV POC test or INSTI HIV-1/HIV-2 Antibody tests.
- Prior to Test Administration
- Authorized Personnel shall *:
- Inform the client that the test is planned.
- Provide information about the test.
- Inform the client that there are numerous treatment options available for those who test positive for HIV and that those who test negative for HIV should continue to be routinely tested.
- Advise the client that he/she has the right to decline the test. If the client declines the test, Authorized Personnel shall note that fact in the client’s chart
- * This is not required when a client independently requests an HIV test from a medical care provider.
- Test Administration
- Authorized Personnel shall administer OraQUICK HIV POC test in accordance with Policy 355.02.
- Authorized Personnel shall administer INSTI HIV-1/HIV-2 Antibody tests in accordance with Policy XXX.xx.
- Education
- Prevention counseling is not required with HIV diagnostic testing.
- After test is performed, Authorized Personnel shall provide clients with brochure on available resources and next steps.
- Documentation
- Authorized Personnel performing tests shall document the following in IBHIS/AVATAR:
- Patient consent
- Type of test conducted
- Results
- Education that was provided, if any.
- Test results shall be submitted to REDCaps upon completion of HIV POC test.
- Authorized Personnel shall document in IBHIS/AVATAR if a client declines the test.
- Follow-up
- For any positive HIV POC test results,
- Authorized Personnel shall alert clients’ provider of any positive test(s)
- Client’s primary provider shall order confirmatory diagnostic HIV laboratory tests in compliance with Policy and Procedure 310.01 HIV/AIDS Legal Responsibilities
- For clients who require additional consultative services, formal request can be sent to DMH’s HIV Mental Health Services at Harbor-UCLA
