| I. PURPOSE
| | To provide guidance to Los Angeles County Department of Mental Health (DMH) on the Innovation Component for Mental Health Services Act programs.
| | II. DEFINITIONS
| Community Program Planning Process (CPPP): The process to be used by DMH to develop Three-Year Program and Expenditure Plans, and updates in partnership with stakeholders to: - Identify community issues related to mental illness resulting from lack of community services and supports
- Analyze the mental health needs in the community
- Identify and re-evaluate priorities and strategies to meet the mental health needs of Los Angeles County
Innovation Component: The section of the Three-year Program and Expenditure Plan that consists of one or more Innovative Projects.
Innovation Projects: Projects designed to test time-limited new or changing mental health practices that have not yet been demonstrated as effective. The purpose of the INN component is to infuse new, effective mental health approaches.
Innovation Funds: Mental Health Services Fund distributed to the County pursuant to
Welfare and Institutions Code Section 5892, subdivision (a)(6).
Mental Health Services Act (MHSA): A law passed in 2004 designed to expand and transform California's behavioral health system to better serve individuals with, and at risk of, serious mental health issues, and their families.
Mental Health Services Oversight and Accountability Commission: The MHSOAC oversees the implementation of the MHSA and ensures stakeholders are at the center of the decision-making process.
Program: A stand-alone organized and planned work, action or approach that evidence indicates is likely to bring about positive mental health outcomes either for individuals and families with or at risk of serious mental illness or for the mental health system
Stakeholders: Individuals or entities with an interest in mental health services in the Los Angeles County including: - Individuals with serious mental illness, serious emotional disturbance, and their families
- Providers of mental health services and collaborators
- Educators and representatives of education
- Representatives of law enforcement
- Other organization that represents the interests of individuals needing mental health services
| | III. POLICY
| DMH shall submit to the Mental Health Services Oversight and Accountability Commission an Innovative Project Plan for each new Innovative Project to be funded through Mental Health Services Act.
DMH shall include an Innovative Project Plan with specific components for each new Innovative Project.
For each Innovations Project in accordance with DMH Policy 100.08, DMH shall provide a description of how DMH ensured that staff and stakeholders: - Were involved in the Community Program Planning process
- Were informed about meetings
- Understood the purpose and requirements of the Mental Health Services Act Innovation Component
For each Innovations Project in accordance with DMH Policy 100.08, DMH shall provide a plan how they shall: - Involve community stakeholders meaningfully in all phases of Innovative Projects
- Evaluate of the Innovative Projects
- Determine decision-making without Innovation funding, whether to continue the project or elements of the project.
Elements to be included in the Innovation Project Plan include: - Name
- Primary purpose
- Reasons this purpose is a priority for DMH
- Whether the project is new or changing existing programs
- Description
- Method
- Outcome determination
- Length of time
- Budget
