I.  PURPOSE
 
The purpose of the Revenue Management Policy and Procedure Manual (Revenue Manual) is to ensure that Los Angeles County Department of Mental Health (DMH) staff in directly operated and contracted provider programs have information available that allows them to prioritize financial operations appropriately and perform revenue generation duties in a proper and uniform manner wherein the rights, dignity, physical, and mental condition of the client are considered.

Contracted agencies shall develop an internal policy and associated procedures that are consistent with their organizational practices and meet the requirements set forth in this policy.

 
II.  DEFINITIONS
 
Benefits establishment: The process of helping clients obtain access to government assistance programs that provide healthcare coverage and/or cash aid including assessing each client’s potential eligibility and applying for benefits.
 
Financial operations: Tasks related to the financial screening of clients, billing and claiming of services, and the collection of service payments.

 
III.  POLICY
 
It is the policy of DMH to have written procedures addressing all phases of operation.
  • Policies and procedures regarding financial operations and benefits establishment shall be contained within the Revenue Management Policy and Procedure Manual.
With the approval of this policy, DMH has, in effect, approved each policy and procedure entered into the Revenue Manual.
  • Therefore, immediate implementation and compliance of the policies and procedures within the Revenue Manual is mandatory.
The Central Business Office is responsible for preparing, issuing, and updating the Revenue Manual.

Each directly operated and contracted provider program is responsible for maintaining benefits establishment and financial operations that are consistent with DMH policies and the Revenue Management Policy and Procedures Manual.
