  Policy 603.07 Telework Policy
 
  PROCEDURES
  1. REQUEST TO PARTICIPATE IN DMH’s ROUTINE TELEWORK PROGRAM
    1. Employee (Teleworker) – An eligible employee may request to be considered for DMH’s Routine Telework Program by completing the following documents in the Service Catalog under Human Resources Services and applicable trainings, after completing the Telework Training via TalentWorks and Countywide Cybersecurity Awareness Training as required in Section D of this procedure:
      1. DMH Telework Request and Agreement by selecting "Requesting to Telework"
      2. DMH Telework Acknowledgement Form
      3. DMH Telework Location Safety Checklist
    2. Supervisor (Telemanager) – Employee’s immediate supervisor or manager must evaluate the following when considering DMH’s Routine Telework Program request and complete the Telework Training via TalentWorks as required in Section D of this procedure:
      1. Assess the operational feasibility and job function for the employee considering eligibility as set forth in the DMH Telework Policy.
      2. Develop a routine telework schedule for the unit/program in consideration of the employee’s request.
      3. Review the DMH Telework Request and Agreement submitted by the employee.
      4. Discuss approval or denial of the Telework Request and Agreement with the employee.
      5. Approve or deny the submitted Telework Request and Agreement.
      6. Complete all training as required in Section D of this procedure.
      7. Maintain the same performance expectations regardless of an employee’s work location.
      8. Routine telework can be discontinued by the employee or supervisor completing the DMH Telework Request and Agreement by selecting "Canceling Telework" in the Service Catalog.
      9. Provide 10-day notice to the Teleworker prior to discontinuing telework unless there is an emergency or other immediate operational necessity.
      10. Ensure the employee completes a new DMH Telework Request and Agreement and all telework requirements as required in the DMH Telework Policy, if a new request to telework is made after routine telework has been discontinued.
  2. TELEWORK SCHEDULE
    1. The employee must complete and submit the DMH Telework Request and Agreement in the Service Catalog to request regular/flexible telework schedule (days and/or hours).
    2. The supervisor must review and approve DMH Telework Request and Agreement through the chain of command prior to the commencement of routine telework.
  3. TELEWORK LOCATION
    1. The telework location must be approved by the Telemanager. An approved telework location is a worksite other than the primary office work location where the Teleworker ordinarily works. (see DMH Telework Policy Section II. Definitions).
    2. The employee is to read and acknowledge DMH Telework Acknowledgement Form and Telework Location Safety Checklist which include the terms of the Telework Location.
  4. TRAINING
    1. Teleworker Training – All employees must complete the required trainings on TalentWorks at https://lacounty.csod.com and take the following steps, prior to participation in the DMH Routine Telework Program:
      1. Register for the online County Teleworker Training and Countywide Cybersecurity Awareness Training.
      2. An email is automatically generated to the employee’s supervisor notifying them of approval required for the employee to receive the trainings.
      3. The employee should complete the trainings after approval of the requested trainings.
      4. Download the completion certificates.
      5. Upload the completion certificates with the Telework Request and Agreement in the Service Catalog.
      6. All prospective teleworkers only need to complete the County Teleworker Training once during the course of County employment.
      7. Countywide Cybersecurity Awareness Training must be completed annually.
    2. Telemanager Training – The supervisor of the employee requesting telework must complete the County Telemanager Training. The supervisor should follow the steps as described above for County Teleworker training. The supervisor only needs to complete the training once during the course of County employment.
