DSOs are the County instrument that authorizes one County department to bill another via a Departmental Invoice (DI) for services rendered. The DSO therefore represents a commitment of funds on the part of the department setting up the DSO. Before any County department can bill and be paid by the Los Angeles County Department of Mental Health (DMH/Department) for services, a DSO in an adequate amount must exist. Services rendered to DMH are varied; for example: communications, leases and rents, maintenance agreements and other ancillary services, and personnel/consultants. |
