I.  POLICY STATEMENTS
 
To implement the Financial Incentive Program funded by Mental Health Services Act (MHSA) Workforce Education and Training (WET) to recruit and retain a skilled workforce in the Los Angeles County Department of Mental Health (LACDMH/Department) Public Mental Health System.

To increase efforts to provide culturally and linguistically competent mental health services targeting unserved/underserved populations of Los Angeles County.

 
The Financial Incentive Program is funded by MHSA WET. The plan is one (1) of the five (5) components of MHSA available to the current and future public mental health workforce.
 
II.  DEFINITIONS
 
Educational Loan Assistance: A repayment assistance program for educational loans in exchange for continuous employment in a hard-to-fill/retain position in the outpatient public mental health program.
1. Eligible candidates for Psychiatrist Loan Assistance are defined as psychiatrists who are working at or have an accepted offer of employment in a full-time (40 hours per week or equivalent), hard-to-fill/retain position in the LACDMH public mental health system.
2. Eligible candidates for loan assistance for all other degree programs are defined as current employees in a full-time (40 hours per week or equivalent) position delivering direct clinical services in the LACDMH public mental health system.


Tuition Reimbursement: Limited reimbursement for tuition expenses related to courses leading to career advancement for staff employed in the public mental health system after completing the courses successfully.
1. Eligible candidates for tuition reimbursement are defined as current employees in a full-time (40 hours per week or equivalent) position within the LACDMH public mental health system.

 
III.  POLICY
 
The Financial Incentive Program will remain in effect during such time that the Department deems the program necessary and MHSA WET funding is available.
 
Eligible degree/certificate programs shall be for the purpose of enhancing employee education and skills related to the delivery of direct mental health services as well as:

  1. Enhancement of present job and/or preparation for future work assignments in direct services; and

  2.
Appropriate to the mission of the MHSA.

Eligible degree/certificate programs shall be limited to Departmental needs and for which funds are allocated.

Any participation in degree/certificate programs, if applicable, is to be completed on employee's own time.
