I.  POLICY STATEMENTS
 
This policy outlines the privacy and security training for the Los Angeles County Department of Mental Health (DMH/Department).

Health information is personal and sensitive information that is accorded special protection under federal and State law.

An important step in protecting Protected Health Information (PHI) is implementing reasonable and appropriate administrative safeguards that establish the foundation for a covered entity’s security and privacy program.


Contracted agencies shall develop an internal policy and associated procedures that are consistent with their organizational practices and meet the requirements set forth in this policy.

It is the policy of DMH to ensure that all of its workforce members are trained on their responsibility to protect the confidentiality, integrity, and availability of PHI and other confidential/sensitive information upon commencing employment.

Each time a material change is instituted in the privacy and security policies or procedures, DMH's divisions/programs shall train each member of its workforce whose functions are affected by the change.
