I.  PURPOSE
 
To provide policy and procedures for Los Angeles County Department of Mental Health (DMH) employees to request authorization to attend clinical and non-clinical funded trainings delivered by vendors outside of the DMH.
 
II.  DEFINITIONS
 
Outside Training: Seminars, workshops, conferences, web-based/webinars and other educational/informational offerings by vendors outside of DMH.

Clinical Training: Trainings identified to enhance clinical skills.

Non-clinical Training: Trainings identified to enhance administrative/technical skills.

Vendor: A company or individual that provides goods or services to DMH and has been registered through Los Angeles County webVEN.

 
III.  POLICY
 
DMH shall support education and training for clinical and non-clinical staff that contribute to developing and maintaining a highly skilled and efficient workforce.

When relevant trainings are not offered/sponsored by DMH, registration fees may be paid by DMH with prior approval and a purchase order.

Employees requesting authorization to attend trainings, which require travel outside of the Los Angeles County, shall also complete an online Travel Request as directed by DMH Policy 900.01 Travel.

 
Supervisor/manager, Bureau Analyst, Administrative Liaison, and Chief Deputy Director shall review each Outside Training Request (OTR) to verify the necessity, appropriateness, and the cost effectiveness of attending training outside of departmental offerings. All signatures required for approval.
