I. PURPOSE | To establish policy for maintaining a disaster services management program for the Los Angeles County Department of Mental Health (DMH/Department). To ensure the Department's capability for preparedness, response, and recovery efforts associated with natural, human-made, and technological disasters. | II. DEFINITIONS | No definitions are associated with this policy. | II. POLICY | The Department shall develop, implement, and maintain a Department Emergency Plan (DEP) that provides management, staff, and other County departments with: - An understanding of critical functions and contingencies for performing those functions during an incident;
- The means for supporting countywide response and recovery operations; and
- Strategies for preparing all personnel.
The Department shall participate in the countywide Building Emergency Coordinator (BEC) program which focuses on: - Developing a building-specific emergency plan for each building occupied by 10 or more employees;
- Enhancing and supporting BEC skills through training seminars; and
- Appropriate initial response strategies and priorities based on the nature, scope, and severity of the incident.
The Department shall participate in the countywide Continuity of Operations (COOP) program which focuses on planning, training, testing/evaluation, and implementing corrective actions. The COOP plan ensures the continuation of DMH essential functions and services when normal, standard operations become unavailable and/or overwhelmed due to an unusual incident that affects one or more of the buildings where DMH conducts business. | III.
