I. PURPOSE |
This policy establishes a standing order for HIV point-of-care (POC) testing at all LA County Department of Mental Health directly operated clinics and field-based locations. The purpose of this standing order is to help address the Los Angeles County’s sexually transmitted disease crisis by providing access to HIV point-of-care testing. |
II. DEFINITIONS |
Authorized personnel: Registered nurses or psychiatric technicians who have successfully completed training for whole blood and oral HIV POC testing Clinic personnel: Any non-prescribing DMH staff member involved in client’s healthcare team INSTI HIV-1/HIV-2 Antibody Test: CLIA-waived in-vitro point-of-care qualitative test for the accurate detection of antibodies to Human Immunodeficiency Virus Type 1 (HIV-1) and Type 2 (HIV-2) in venous whole blood, fingerstick blood and plasma OraQuick HIV-1/HIV-2 Antibody Test: CLIA-waived, in-vitro, point-of-care, client self-administered, qualitative test for the accurate detection of antibodies to Human Immunodeficiency Virus Type 1 (HIV-1) and Type 2 (HIV-2) in oral fluid |
III. POLICY |
This standing order allows authorized personnel to offer whole blood (INSTI HIV-1/HIV-2 Antibody test) or oral (OraQuick) HIV POC testing to all clients 12 years and older without the need of a client specific order. Authorized personnel using this standing order shall follow all applicable departmental policy and procedures related to the administration and documentation of whole blood and oral HIV POC testing.
