Policy and Procedure Development -
The Central Business Office (CBO) will formulate, write, and issue all policies and procedures included in the Revenue Management Policy and Procedure Manual (Revenue Manual). -
The CBO Chief will approve the policies and procedures included in the Revenue Manual. -
Contents of the Revenue Management Policy and Procedure Manual -
The Revenue Manual must contain policies and procedures related to the financial screening of clients, establishing benefits for clients, and obtaining reimbursement for specialty and community mental health services. -
The Revenue Manual must include at least the following sections: -
Policies pertaining to financial operations and benefits establishment -
Financial Screening -
Third Party Billing -
Rates, Federal Medical Assistance Percentage (FMAP) -
Medi-Cal -
Medicare -
Insurance -
Victims of Crime -
Workers’ Compensation -
Funded programs -
Client Billing -
Benefits Establishment -
Informational bulletins -
CBO Bulletins -
CBO Dispatches -
Revenue Management Division (RMD) Bulletins -
Center Operations Enhancement Initiative (COEI) Advisors -

The Revenue Manual must be updated at least annually. -
This provision does not preclude more frequent updates. -
Manual Distribution -
Revenue Manual policies and procedures will be issued to directly operated and contract providers on the CBO Bulletin distribution list. -
CBO will maintain separate distribution lists for directly operated and contract providers. Department of Mental Health (DMH) executive management (Director, Chief Medical Officer, Chief Administrative Deputy, and Deputy Directors) are on both distribution lists. -
Program Managers for each directly operated program are on the CBO Bulletin distribution list for directly operated programs. -
Staff in directly operated programs are added to the list by request. -
Agency leads for each contract provider are on the CBO Bulletin distribution list for contract provider programs. -
Staff in contract provider programs are added to the list by request. -
Los Angeles County Department of Health Services staff are added to the CBO Bulletin distribution list for contract providers by request. -
DMH staff working in program and administrative areas of the Department are added by request to the distribution list that is relevant to their line of business. -
Updates to the Revenue Manual will be announced through CBO Bulletins. -
Manual updates include new and revised policies and procedures. | |
