The Lincoln Board of Education shall establish, and from time to time may adjust, elementary, middle, and high school attendance areas.
Exceptions for students to attend other than the assigned school may be made as described in Policies 5121 and 5122.
The Lincoln Board of Education’s Planning Committee should annually review the enrollments and capacities of the elementary, middle, and high school. If a school’s facility utilization deviates from the District’s target utilization by more than 15 percent, the school’s attendance area boundaries should be reviewed. When necessary, boundary changes or other adjustments should be made to balance building utilization and minimize the use of portable classrooms.
When practical, the District will give one year’s notice when attendance areas are changed; however, circumstances may dictate a more rapid change.
Areas newly approved for platting by the city or those where the Lincoln Board of Education in its sole discretion deem appropriate may be assigned to an attendance area at any time. Assignments of newly platted areas may be considered temporary.
When establishing or adjusting attendance area boundaries, the Board should consider multiple factors including, but not limited to, natural obstacles, arterial streets, railroad right of ways or other geographic features, walkability, impact on enrollment, travel distance, alignment across administrative levels, and contiguity. Due to these facts, it will not always be possible to avoid such obstacles, center buildings in their attendance areas, or assign areas to the closest school.
