Scope of Fundraising
Within District policies and regulations, the principal is responsible for approving student participation in fundraising activities. If questions arise about the appropriateness of a given activity, the principal is expected to consult with the Superintendent or designee who, in turn, may seek reactions from the Superintendent’s Executive Committee and the Lincoln Board of Education.
The approved scope for fundraising activities is as follows:
- Commercial entities or individuals may be listed in programs to acknowledge donorship.
- Fundraising activities for individual schools may involve the purchase or sale of services or a product of a commercial entity. Sales in schools shall be subject to the following guidelines:
- Control of sales before, during and after school is in the hands of school principals or designees who are responsible for maintaining compliance with sales and fundraising policies and regulations.
- All sales of food and beverages shall comply with District nutrition and wellness policies and regulations.
- The school shall not function as a retail business except within the following guidelines:
- Items sold should be limited to those having a special school function or identification and be approved by the building principal or designee.
- Other items may be approved on request through the Office of the Superintendent.
- Schools are authorized to establish book stores for the sale of books.
- Commercial entities may provide services or products to students, families or community members, including offers which provide incentives to patronize a particular place of business or to purchase or use a specific product, but they may not require additional purchase by parents for the student to access the service or product.
Standards for Fundraising
A fundraising project undertaken by any school-related group should meet the following criteria:
- Be undertaken only to achieve the purposes of the group,
- Have educational, social or recreational value,
- Create goodwill for the group and/or the school,
- Involve children and youth only as an outgrowth of regular school work or as a constructive use of leisure time,
- Have the approval of school officials,
- Comply with local, state and federal laws,
- Comply with the District’s advertising regulations, and
- Procedures used for the handling of monies should conform with District-approved bookkeeping and money management practices.
While complying with all other fundraising requirements in this policy, fundraising activities involving LPS athletics and activities authorized under Policy 6700 must have approval by the Assistant Superintendent for Governmental Relations and General Administration or designee.
Fundraising for Activities and Clubs
In general, fundraising projects approved in student activities regulation or by the Associate Superintendent for Teaching and Learning will be based on consideration of the value of the activity for the student. The following are examples of approved activities:
- Fundraising activities approved for schools,
- Recreational games,
- Film festivals,
- Carnivals,
- Flea market or garage sales,
- Dances, and
- Sales of approved items
Prohibited Fundraising Activities
Prohibited fundraising activities include, but are not limited to, the following:
- Raffles or games of chance,
- Car bashes or other comparable destructive activity,
- Activities that would exploit students for any reason, including for sectarian, partisan, political or commercial purposes,
- Door-to-door sales, or
- Direct solicitations of money.
