Superintendent's Evaluation

 One of the most important responsibilities of the Lincoln Board of Education is the evaluation of the Superintendent. The primary purpose of the evaluation is to assess performance in managing the school district and improve student learning. To facilitate the effective and efficient evaluation of the Superintendent, the Board will use an evaluation timeline and an evaluation instrument. The Superintendent shall be evaluated twice during the first year of employment, and at least once annually thereafter.

Evaluation Timeline

Following the Board reorganization meeting each year and before August 31, the Board President should establish the evaluation timeline including a suggested timeframe for the following events:

  1. The Board approves the annual leadership goals and job targets.
  2. The Board President provides written communications of the evaluation process to the Superintendent.
  3. The Superintendent provides their self-assessment and supporting documents (Superintendent’s input) to the Board President.
  4. The Board President shares the Superintendent’s input with Board members.
  5. The Board Members provide their completed evaluation instruments to the Board President.
  6. The Superintendent provides their written response (if any) to the Board President.
  7. The Board President presents a summary of the Superintendent’s annual evaluation at a regularly scheduled Board meeting.
  8. The Board hold second reading of the Superintendent’s evaluation, prior to the Board’s Reorganization Meeting.

Evaluation Instrument

The Board members will provide their assessment of the Superintendent using the evaluation instrument approved by the Board and the Nebraska Department of Education. The Superintendent will provide their self-assessment using the same evaluation instrument.

Any changes to the evaluation instrument and/or process should be approved by the Board prior to August 31, unless otherwise determined. These changes will also be submitted to the Nebraska Department of Education for approval.

All listed dates and timelines herein are guidelines only, need not be followed and may be modified or altered at the discretion of the Board President as deemed appropriate or as circumstances demand. At a minimum, the Board evaluation shall be based upon actual observation of the Superintendent’s performance at one full board meeting or at another functionally equivalent activity or event. Performance deficiencies, means for correction and timelines for implementing suggestions for improvement should be included in written documentation. Current Board members should annually discuss and review the Superintendent evaluation policies and procedures and train any new Board members on the same within a reasonable time after taking office.
