Policy on Environmental Sanitation - Housing, Fires, Fencing, Electricity, and Water Usage

II. POLICY

A. No Camping

Only buildings designed, constructed,and maintained for sleeping and/or dwelling may be used for that purpose. Exceptin spaces the university has designated for sleeping or dwelling purposes, itis prohibited to use or provide assistance to others to use any universityproperty, facility, building space, or outdoor space, or to use any vehiclelocated on university property (whether privately owned or owned by theuniversity) for (a) temporary or permanent living accommodations purposes, (b)sleeping or making preparations to sleep (including the laying down ofbedding), or (c) erecting, building, maintaining, or occupying any campsite ortent or other structure for sleeping, unless approved in advance by theEnvironment, Health and Safety (EH&S) Office.

B. No Fires,Digging, or Fencing

Unless approved in advance by the Environment, Health and Safety (EH&S) Office or anauthorized University Official, the following activities are prohibited on orin university property, facilities, building spaces, or outdoor spaces: (a) startinga fire or making a campfire, operating a grill or barbecue, or possessing orusing propane tanks, (b) doing any digging or earth breaking, or (c)setting up, building, or maintaining fencing, enclosures, barriers, orstructures.

C. NoUnauthorized Outdoor Use of University Electricity or Water

Connecting to electrical outlets orwater pipes of the university for use in outdoor spaces without permission froman authorized University Official is prohibited. This prohibition includesrunning electrical cords or hoses from inside buildings to outside spaces and connectingelectrical cords or hoses to existing fixtures outside of buildings. Use of generatingdevices such as generators and portable power units capable of generating 100VAC or higher is also prohibited, unless approved in advance by theEnvironment, Health and Safety (EH&S) Office.

III. PROCEDURES

A. Use of University Facilities for Cooking, Sleeping and/orDwelling Purposes

The University providesspecific facilities for dwelling and sleeping purposes. They include, but are not necessarily limited to: residence halls, apartments, and appropriate hospitaland shipboard facilities.

B. Sanitation and Safety in Dwellingsand Other Human Occupancy Areas

1. Plans and construction for all dwellingunits and areas involving human occupancyshall comply with applicable codes and standards.

2. All facilities shallcomply with applicable codes and standards and be maintained in a safe andsanitary manner. EH&S will provide direction, instruction, and advice tothe administrative units responsible for these areas and perform inspections asrequired by the applicable codes, standards, policies, and agreements.

IV. RESPONSIBILITY

A. All plans for new constructionand renovations will be processed through the Office Planning, Design andConstruction, or Facility Maintenance and the EH&S Office for review and approval by theCampus Fire Marshal, as describedin PPM 516-12.1, General Safety -- Construction/Renovations andAlterations.

B. The administrative units responsible for each spaceor area shall arrange for maintenanceof safe and sanitary facilities and for ensuring that occupancy is incompliance with the applicable codes, policies, and procedures. The EH&SOffice may assist by consulting and conducting routine surveys of thefacilities.
