General Policy on Appointment Procedures

It is the policy of The University of Texas at Austin ("University") to make appointments in classified positions on the basis of merit and demonstrated qualifications for the position.

  1. Responsibilities & Procedures

All appointments to positions in the classified service shall be made on the basis of merit and demonstrated qualifications and in keeping with the Rules and Regulations of the UT System Board of Regents, which are available in departmental offices. Persons outside the University service may be appointed to positions, or the positions may be filled in accordance with the conditions set forth in these regulations, by the promotion, demotion, or transfer of University employees.

 

Recruitment for previously approved positions, including those in the annual operating budget, may be initiated by using the Human Resource Management System (HRMS).

 

However, if a department finds it necessary to recruit for a position that has not be audited and established, the hiring authority must secure the advice of the Associate Vice President for Human Resources, concerning appropriate classification and salary rates.

 

Prior to the beginning date of any new classified employee's appointment, regardless of the source of funds, the hiring authority must request and receive approval of the Associate Vice President for Human Resources, for any rate of pay above the minimum pay rate for the title to which the employee is to be appointed.

 

Before initiating the reemployment of persons discharged by the University, administrative officers shall clear the intended action with the Associate Vice President for Human Resources.
